SME Co-Investment Partners (SCIP) Programme


The SME Co-Investment Partners (SCIP) Programme is aimed to enhance access to financing for SMEs, particularly those at early stage through the provision of risk capital financing. The Programme is a co-funding initiative between the Government and the private sector with the objective of crowding in private investors to invest in viable SMEs in the form of equity, debt or a hybrid of equity and debt. The Programme is available to SMEs in all sectors including main street firms that have strong high-growth potential, innovativeness and in newly emerging areas. It is more well-spread compared to current venture capital financing which is mainly for technology-based companies.


Qualifying Criteria

Potential investees must fulfil the basic criteria as follows:

  • Fulfil the SME definition *
  • Registered with Companies Commission of Malaysia
  • Have at least 51% Malaysian equity
  • In operations for a period of 1 to 5 years only
  • Have demonstrated evidence of market traction particularly in terms of revenue generation

Registration for the SME Investment Partner (SCIP) Programme is now temporarily closed due to an overwhelming response from the public.

Reopening of registration in the future will be announced on SME Corp. Malaysia’s official website and social media in due course.

All commitments and assistance extended under the said Programme are subject to the availability of funds. SME Corp. Malaysia reserves the right to discontinue or suspend the Programme, or change the content or formatting of the Programme, at any time without notice to anyone, and to require the immediate cessation of any specific use of the Programme. In addition, we reserve the right in our sole discretion to suspend, terminate or restrict public access to the Programme at any time and for any reason. SME Corp. Malaysia will not be held liable for any loss or damage suffered by any Parties participating in this Programme.



Providing false or misleading information for the purpose of defrauding SME Corp. Malaysia is a crime under the Penal Code which carries penalties including imprisonment and whipping and shall also be liable to fine.  In addition, SME Corp. Malaysia may deny any benefits, rewards or assistance if false information is associated with any application.
