SME Investment Partner (SIP) Programme




The SME Investment Partner (SIP) programme is one of the High Impact Programmes (HIPs) under the SME Masterplan (2012-2020). The objective of this Programme is to enhance access to financing for SMEs, particularly those at early stage through the provision of risk capital financing. The Programme is a co-funding initiative between the Government and private sector with the aim to crowd in private investors to invest into viable SMEs. Under the Programme, SME Corp. will appoint the fund management firm referred to as SME Partner who is responsible to raise funds from private investors which will be matched by funds from the Government through SME Corp. Malaysia. This pooled fund will be channelled to viable SMEs in the form of loan, equity or a hybrid of loan and equity. The Programme is available for SMEs in all sectors including mainstreet firms that have strong high growth potential, innovativeness and in newly emerging areas. This is more well spread compared to current venture capital financing which are mainly for technology-based companies.


Qualifying Criteria:
Potential investee must fulfil basic criteria as below:

  • Have fulfilled the definition of SME (click)
  • Registered with Companies Commission of Malaysia 
  • Has at least 51% Malaysian equity
  • In operation between 1 to 3 years only 
  • Have exhibited evidence of market traction, especially revenue generation

All commitments and assistance extended under the said Programme are subject to the availability of fund. SME Corp. Malaysia reserves the right to discontinue or suspend the Programme, or change the content or formatting of the Programme, at any time without notice to anyone, and to require the immediate cessation of any specific use of the Programme. In addition, we reserve the right in our sole discretion to suspend, terminate or restrict the public's access to the Programme at any time and for any reason. SME Corp. Malaysia will not be held liable for any loss or damage suffered by any Parties participating in this Programme.  

Providing false or misleading information for the purpose of defrauding SME Corp. Malaysia is a crime under the Penal Code which penalties include imprisonment and with whipping and shall also be liable to fine.  In addition, SME Corp. Malaysia may deny any benefits, rewards or assistance if false information is associated to an application.
